NOTICE OF RACE
1. ORGANIZING AUTHORITY (องค์กรที่ทำการจัดการแข่งขัน)
The Phuket Dinghy Series Race will be organized by the organizing committee of the Phuket King’s Cup Regatta under the auspices of the Royal Varuna Yacht Club in conjunction with the Yacht Racing Association of Thailand, the Royal Thai Navy and the Province of Phuket
(การแข่งขันเรือใบ ภูเก็ต ดิงกี้ ซีรี่ย์ จัดการแข่งขันโดย คณะกรรมการจัดการแข่งขันเรือใบนานาชาติชิงถ้วยพระราชทาน ภูเก็ต คิงส์คัพ รีกัตต้า ซึ่งอยู่ภายใต้ความสนับสนุนของ สมาคมสโสรราชวรุณในพระบรมราชูปถัมภ์ร่วมกับ สมาคมแข่งเรือใบแห่งประเทศไทยในพระบรมราชูปถัมภ์ กองทัพเรือ และ จังหวัดภูเก็ต)
2. RULES (หลักเกณฑ์)
2.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing.
(การแข่งขันนี้อยู่ภายใต้หลักเกณฑ์ที่กำหนดไว้ในกฎการแข่งขันเรือใบของสมาพันธ์เรือใบนานาชาติ)
2.2 No national authority prescriptions will apply.
(ความรับผิดชอบระดับชาติไม่ครอบคลุมการแข่งขันนี้)
2.3 The Rules of respective classes.
(ใช้หลักเกณฑ์ของเรือแต่ละประเภทที่เข้าแข่งขัน(Class Rules))
2.4 The Sailing Instructions that will be available at the Registration.

3. EVENTS (การแบ่งประเภท)
Men
Optimist (Boys) born in 2003 or later (เกิดใน พ.ศ.2546 หรือ หลังจากนั้น)
Women
Optimist (Girls) born in 2003 or later (เกิดใน พ.ศ.2546 หรือ หลังจากนั้น)

4. ELIGIBILITY AND ENTRY FEE (คุณสมบัติและค่าสมัครเข้าร่วมการแข่งขัน)
4.1 The regatta is opened to all sailors from any nations.
(นักกีฬาจากทุกชาติสามารถเข้าร่วมการแข่งขันได้)
4.2 Entry is free of charge (ไม่เก็บค่าสมัครเข้าร่วมการแข่งขัน)
5. SCHEDULE (กำหนดการ)
5.1 Registration will be done on Saturday of each series at 8:30-10:00 hrs. at the venue in No. 6
(การลงทะเบียนในแต่ละรอบจะเริ่มในวันเสาร์ เวลา 0830 – 1000 ณ สถานที่ในข้อ 6)
5.2 The Schedule of Racing consists of 3 series as follows:

1st series: Saturday and Sunday 29-30 September 2018 Hosted by 3rd Naval Area Command Cape Panwa (ทะเลเกาะเฮ)
2nd series Saturday and Sunday 27-28 October 2018 Hosted by 3rd Naval Area Command Cape Panwa (ทะเลเกาะโหลน)
3rd series Saturday and Sunday 24-25 November 2018 at Bangtao Beach, Cheng-Talay, Thalang (อ่าวบางเทา)
5.3 Each series will consist of 6 races and will be scheduled as:

Saturday 08.30 Registration (ลงทะเบียน)
10.00 Briefing (ฟังบรรยายสรุป)
11.00 First warning signal for Race 1 followed by 2, 3 respectively (สัญญาณ เริ่มการแข่งขันเที่ยวที่ 1 ตามด้วย 2, 3)
16:30 BBQ Party (งานเลี้ยงสังสรรค์)
Sunday 09.00 Briefing (ฟังบรรยายสรุป)
10.00 First warning signal for Race 4 followed by 5, 6 respectively (สัญญาณเริ่มการแข่งขันเที่ยวที่ 4 ตามด้วย 5, 6)
15.00 Debriefing/Prize Giving (บรรยายสรุปหลังการแข่งขันและพิธีแจกรางวัล)
6. VENUE (สถานที่ทำการแข่งขัน)
1st & 2nd Series Cape Panwa, 3rd Naval Area Command, RTN
(พื้นที่แข่งขันบริเวณทะเลหน้า กองบัญชาการ ทัพเรือภาคที่ 3 แหลมพันวา)
3rd Series Bangtao Beach, Cheng-Talay, Thalang
(พื้นที่แข่งขันบริเวณทะเล อ่าวบางเทา ตำบลเชิงทะเล อำเภอถลาง จังหวัดภูเก็ต)
7. COURSES (สนามแข่งขัน)
The course will be Olympic Trapezoid courses.
(สนามแข่งขันเป็นสนามแบบมาตรฐานสี่เหลี่ยมโอลิมปิค)
8. PENALTY SYSTEM (ระบบการทำโทษ)
RRS Appendix P, Immediate Penalties for Breaking Rule 42, will apply.
(กฎการแข่งขันในผนวก P การทำโทษตัวเองจะถูกนำมาใช้ทันทีเมื่อทำผิดกฎข้อ 42)
9. SCORING (การคิดคะแนน)
9.1 The Low Point System of RRS Appendix will apply.
(ใช้ระบบการคิดคะแนนแบบแต้มน้อยเป็นผู้ชนะ)
9.2 Eighteen (18) races are scheduled. Six (6) races are required to be completed to constitute a regatta.
การแข่งขันกำหนดไว้ทั้งหมด 18 เที่ยว หากสามารถทำการแข่งขันได้จำนวน 6 เที่ยว ถือว่าการแข่งขันรายการนี้เสร้จสิ้นสมบูรณ์
9.3 When fewer than seven races have been completed, a boat’s series score will be the total of her race scores.
(กรณีทำการแข่งขันได้น้อยกว่า 7 เที่ยว การคิดคะแนนจะทำการคิดรวมหมดทุกเที่ยว)
9.4 When seven races or more races have been completed, a boat’s score will be the total of her race scores excluding her worst scores.
(กรณีทำการแข่งขันได้ ตั้งแต่ 7 เที่ยวขึ้นไป การคิดคะแนนจะทำการตัดเที่ยวที่คะแนนแย่ที่สุดออก 1 เที่ยว)
9.5 When twelfth races or more races have been completed, a boat’s score will be the total of her
race scores excluding her two worst scores.
(กรณีทำการแข่งขันได้ตั้งแต่ 12 เที่ยวขึ้นไปการคิดคะแนนจะทำการตัดเที่ยวที่คะแนนแย่ที่สุดออก 2 เที่ยว)
10. RADIO COMMUNICATIONS (การสื่อสารทางวิทยุ)
A boat shall neither make radio transmissions while racing nor receiving radio communications. This restriction also applies to mobile telephones.
(ห้ามไม่ให้มีการสื่อสารทางวิทยุหรือโทรศัพท์ในเรือ)
11. PRIZES AND COMMENDATION (การมอบรางวัลเพื่อเป็นเกียรติ)
The following prizes will be awarded for each class: (การมอบรางวัลในแต่ละประเภทเรือประกอบด้วย)
First Prize (รางวัลชนะเลิศ)
Second Prize (รางวัลรองชนะเลิศลำดับที่ 1)
Third Prizes (รางวัลรองชนะเลิศลำดับที่ 2 )
12. DISCLAIMER OF LIABILITY (การปฏิเสธและการชดใช้)
Competitors participate in the competition entirely at their own risk. See RRS 4 Decision to Race. The Organizing Authority will not accept any liability for material damage or personal injury or death in conjunction with or prior to, during or after the competition.

13. INSURANCE (การประกัน)
Each participating boat should be insured with valid third-party liability insurance with a minimum coverage of Baht 100,000 or the equivalent.
(เรือแต่ละลำที่เข้าร่วมการแข่งขัน ควรทำประกันไว้กับบริษัทรับทำประกันในมูลค่าอย่างน้อย 100,000 บาท หรือ เทียบเท่า)
